Ruth Ellen Rodgers, 81, of Steubenville, Ohio, passed away on April 14, 2026, at Trinity Medical Center West. Ruth was born on January 18, 1945, in Wheeling, WV, the daughter of the late Naomi M. Rodgers Hatcher. She attended the Jefferson County Sheltered Workshop until her retirement.

Ruth is preceded in death by her loving husband, David “Turk” Kelps. She is survived by sister-in-law, Kathy (Albert) Pavlik; two brothers-in-law, Kenneth (Debbie) Kelps & Ron (Susie) Kelps; cousins, Penny Smith & Bobby Sturges, and many nieces & nephews.

Ruth’s family would like to extend their appreciation to the staff of Gables Care Center for all the care they provided to Ruth.

Per Ruth’s wishes, there will be no services. Private family burial at Union Cemetery.
