William R. Downen, 83, of Steubenville died Wednesday, December 29, 2010 at Acuity Hospital, Steubenville.  He was born in Toronto, OH on March 12, 1927 a son of the late Mr. and Mrs. Noble Downen.  William was retired from Wheeling-Pittsburgh Steel where he was an electrician and served  in the  U.S. Navy during  WWII and Korea. In addition to his parents he was preceded in death by his wife A. Mildred “Mickey” McClain Downen; sons Donald and James Downen.; brothers Joseph, Paul and Richard Downen. Survived by his son Kenneth Downen of Steubenville; grandchildren Kelly Downen and James David “J.D.” Barnhart; great grandchild Hayley Barnhart.  Friends may call at Dunlope-Shorac Funeral Home, 215 Fernwood Rd., Wintersville, OH on Monday 1-3p.m.  Burial at Fort Steuben.
