William H. “Bill” Chappell, Jr., 93, of Wintersville, OH passed away on Wednesday, April 22, 2020 at The Laurels of Steubenville. He was born in Steubenville on August 13, 1926 a son of the late William H. and Lula Viola Hill Chappell, Sr. Bill was a retired turn foreman from Weirton Steel tin mill, member of Weirton Steel 25 Year Club, board member at Urban Mission Ministries for many years and a member of Bloomingdale United Methodist Church.
In addition to his parents, he was preceded in death by his wife Evelyn B. Howard Chappell; brother Lawrence Chappell and sister Minnie Batting.
He is survived by children Ronald W. (Mary) Chappell of Rock Island, IL, Gary L. (Marilyn) Chappell of Maryville, TN, Bruce H. (Kathryn) Chappell of Winchester, VA and Carol E. (Jeff Whiteman) Chappell of Columbus, OH; sisters Donna Grimm of Columbus, OH and Dora Forden of Huntsville, AL; 7 grandchildren and 4 great grandchildren.
Services will be private. Memorial services will be announced at a later date. Memorial contribution may be made to Urban Mission, Steubenville, OH.

Gary,I'm so sorry for the loss of your dad. Your parents were wonderful people. Your dad was always so friendly and cheerful. It was always nice to see him at church. He did lots of wonderful things for other people. What he didn't do was pass out during communion like you did. I hope you have taken after your dad because that wouldn't be a bad thing at all. I had the pleasure of working with Bill during my employment at Urban Mission. He was chairperson of our God's Pantry committee for several years and also served wherever he was needed. It was indeed to serve with someone who shared his faith walk with everyone he could. I will always remember his determination and his wonderful smile.

I'm going to tell you about a missed opportunity and regret that I never did send my Uncle Bill a card when Ron suggested it. Uncle Bill saved our family in the sixties I never thanked him for it as a grown adult. You see my Father had to make a decision for his family and probably did not go about it in the best manner although it turned out to be the best thing he ever did for us. My Dad decided to pursuit a job opportunity in Illinois and told us he was going to Pittsburgh for a mechanic's workshop for the weekend. Come Sunday night he did not return and of course we all were worried sick about him. The hard part was not knowing if anything had happened to him or where he was. Uncle Bill did some let's say detective work and was able to reach his brother in Illinois. Without a second thought he jumped in his car and drove to Illinois to see my Dad. After that visit the ground work was done for us to relocate to Illinois. Two things stand out to me other than the role Uncle Bill played in bringing our family together and that was the first part of our journey to Illinois one was I swore I would return for my senior year of high school to graduate from Wintersville High School. Within the first 20 miles of the trip which I'm sure is overstated as everything is bigger as a kid and longer. We were going down Reed Mills hill pulling a U-haul trailer in the green Rambler station wagon in truth at that point the trailer was damn near pulling us down the hill. It was the scariest time I have ever been in a car. Uncle Bill I'm truly sorry I never told how much that meant to me. Honestly I'm not sure my sisters know these details With tears falling down my face I am forever grateful to you. RIP Larry Bill

I have so many memories of Uncle Bill, but some of the best were when he and the Aunts would visit us in Florida. I remember my youngest daughter and Uncle Bill baking his famous sugar cookies many times and although he told us the secret to perfect sugar cookies, none will ever be as good as the ones that he made. Rest in peace Uncle Bill, hug my Mom and Dad for me. Love you
