James M. Phillips, 73, of East Liverpool, Ohio, formerly of Steubenville, Ohio, passed away on June 22, 2026, at Trinity West Medical Center. James was born on December 13, 1952, in Steubenville, Ohio, to the late George & Lillie Ward Phillips. He worked as a truck driver with the City of Steubenville Street Department.

James is preceded in death by his brothers Eugene & Terry Phillips and sister Phyllis Stovall. He is survived by his daughter, April Hubbard; sister Mary Bee; twin brother Larry (Naomi) Phillips; niece Tina Bee; nephew Shannon Bee, as well as many other nieces, nephews, and friends.
