Donna L. Phillips, 75, of Steubenville passed away on Wednesday, November 4, 2015 at Trinity West ER. She was born in Steubenville on April 6, 1940 the daughter of the late Donald and Grace Rowe Hanna. Donna was a member of Wintersville United Methodist Church and had retired from Jefferson County Action Council where she was a Head Start Pre-School teacher. She taught Head Start at GMN Tri-County, Inc (Guernsey, Monroe and Noble Counties). In addition to her parents she was preceded in death by her husband Merlyn Phillips. She is survived by her daughter Millicent “Millie” Stearns of Steubenville; brother Richard J. (Kay) Hanna of Massillon, OH; companion Ron Smith of Steubenville and her nieces and nephews. Friends are invited to attend memorial services on Sunday, November 15, 2015 at 2p.m. at Wintersville United Methodist Church with Rev. Dr. Clint Quillen officiating.
